Sounds like fraud.
If it is a business, contact the BBB and your state fraud investigation agency.
Then, consult a local attorney and take the facts, including all information you can gather on-line about the seller.
There’s no logic behind signing a document that says you’ve taken delivery without having actually taken delivery.
